There is a building in Saltsburg, Pennsylvania that has been standing since the 1870s.

It has survived the decline of the canal era. The collapse of the steel industry. Decades of rural disinvestment that hollowed out small towns across western Pennsylvania and left their historic cores to quietly deteriorate.

It is still standing. And we intend to make sure it does more than stand.

Rockfort Hall is a 12-bed, 5,630 square foot historic property at the heart of a $1.5 million capital restoration project. The vision is not merely preservation. The vision is transformation — a mixed-use community anchor that creates jobs, drives heritage tourism, and demonstrates what is possible when a historic building is rescued with intention.

The Data Behind Historic Preservation Is Compelling.

Federal Historic Preservation Tax Credit projects generated 122,000 jobs and contributed $7 billion in GDP in fiscal year 2022 alone. For every $1 million invested in rehabilitating a historic building, research shows an average of 32 new jobs are created. Heritage tourism is one of the most powerful economic development tools available to rural communities — and it requires no new infrastructure. It requires the courage to invest in what already exists.

Saltsburg sits at the confluence of the Conemaugh River and Loyalhanna Creek — a trail hub connecting the West Penn Trail and Westmoreland Heritage Trail to networks spanning western Pennsylvania. It is a community with deep historical significance, institutional support, and a desperate need for the kind of anchor investment that changes the trajectory of a town.

Rockfort Hall is that investment.

Year three projections include $1.6 million in revenue, 30 or more jobs created, and $2.5 million in projected visitor spending flowing through the local economy.

We have the building. We have the vision. We have the institutional support of Saltsburg Borough Council and the Historic Architectural Review Board. We have submitted for ARC POWER funding and are actively pursuing state, federal, and private capital.

If you are a funder, a developer, or a community partner who believes in what historic preservation can do for rural America — we want to hear from you.
